Can you give more details. Specifically, it sounds like this laptop was
originally Windows 2000; so does this particular laptop capable of properly
running Windows XP in a supported fashion? (i.e., does the manufacturer's
website state that WinXP is supported on this model?)
Do you experience the slowness while offline, or only while on the network?
Is it Windows Explorer or in Outlook that you're experiencing latency? If
you're seeing it in Outlook, where are you getting your mail from, an ISP or
Exchange server? I'm trying to get at whether the slow performance is local
to your computer, or possibly you have networking bottlenecks.
Do you have any other application or service running while experiencing this
behavior? Do you see this in Safe Mode? (Booting into safe mode by
pressing F8 will eliminate many unecessary services).
What about anti-virus, what kind and what are you scanning?
