Slow response and then system freeze

I have a strange problem.

There are 4 Windows 2000 servers and one Windows 2003
server on a network. I recently upgraded the 4 Windows
2000 servers from Windows NT 4.0

Ever since the upgrade, one Windows 2000/SQL server
causes the Windows 2003/VPN server to freeze up. Whenever
I disable the LAN card on the Windows/SQL server and
unplug the Windows 2003/VPN server LAN cable for 3
seconds, the 2003/VPN server starts working again.

When I enable the LAN card on the Windows/SQL server, the
2003/VPN server starts freezing again. No other servers
seem to have this problem or cause it.

Any ideas?

Are all servers (and clients) fully patched?
Can you give us the ipconfig/all from all servers?

All the servers are fully patched.

They are all using the same subnet masks, gateway (which
is the Win2003 VPN server), and DNSes. The VPN server has
no gateway address on it's LAN card since it is providing
Internet access through it's WAN card. They are all using
IP address in the 192.168.1.x subnet on the LAN.
