Slow Resolution, DNS Issue ???

Some background info before the problem:
We have an intranet web site running on one of our PDC's, we have two seperate sites, in two seperate subnets, in the same domain.
Basically when our data line (T-1) goes down between the two facilities the second facility is not able to access the web site. Hold on, before you call me stupid,
we also have a PDC at the second site running IIS (and DNS, DHCP, IAS) with a copy of the intranet site on it. Now the way my web developer set it up is that
the second site should look to their server for the site - so problem #1 obviously is that the scenario I explained does not work.

Problem #2 - during investigation into this issue we found that the PDC at our second site did not have a global catalog.
So I ran ntdsutl and transferred the roles of PDC and GC to the second sites PDC, then initialized global catalog. I am not sure if it is a coincidence or not
but as soon as I did this (it has been about 26 hours) both sites are complaining that the network is slow and the intranet web site is very slow to load (we have gigabit backbone).
Also on the second sites server it says that it is having trouble replicating from the server at the first site, but then after a few tries it works...

I know this may be a lot at once, but I am hoping there is one issue that will straighten all of my problems out. Thanks in advance.
 
Right now we have replication set to 4 times an hour, and we are a 24x7 company... also our Active Directory is not that big, could that slow our network down that much?
 
Update...I just found out some relevant information I think. I was just told that someone working under me decided they were going to try and fix a problem the other day. What they decided to do was make the Server at our second site a PDC Emulator, so when he did this he took theat role from a server at our first site. Could this be the cause of my slow resolution? If so how would I reverse it??? Thanks in advance.
