Slow performance on IIS 5.0 and Windows 2000 Server

I have recently been handed control of a Windows 2000 Server wunning
IIS5. There is about 30 websites running on the server some of which
run fine and others are really slow. I have been informed that this
has always been the same with this server. For example:
http://www.helpwirralhospital.nhs.uk runs fine
http://www.centralops-mersey.nhs.uk is very slow and times out on
occasions

I have had very little experience with server administration so I am
trauling the web trying to find a possible solution. I am also
reading up on the performance tool to see if this can help. If anyone
else has any ideas they would be very very much appreciated.
Other factors which may help:
The slow sites run fine on other webservers.
The sites all run fine when viewed locally on the server.
If I stop all of the sites except one it is still slow.

Rule out DNS problems:

You might check into how fast an IP address is retrieved
from DNS services for a slow domain like: www.centralops-
mersey.nhs.uk and compare that to the retrieval speed of a
fast one. Use 'nslookup <domain name>'.

The other thought is that the web sites are figured with
less bandwidth within IIS.
 
Thanks very much for your suggestions.

I have checked the retrieval time from nslookup and both of the sites
appear to be instantaneous. I have also checked the bandwidth
settings in IIS and all of the sites are set to unlimited so this
would seem not to be the problem. Thanks anyway.
