Slow performance of modem in Win XP

Has anyone experienced peformance problems with the modem
gradually slowing down on uploads and downloads in Win XP?
To solve the problem usually requires rebooting. But then
the same thing happens again.

That is a problem with dialup? the more people online

using the same phone# the less bandwidth you have
When you reboot you make a new connection, this happens
with broadband as well but is not noticeable.
