Was not too sure where to post this but when people connect to their Outlook
in the mornings it connects fine, as the day goes on if people close and
then try to open Outlook it takes ages to open and sometimes even does not
connect untill the user has retried a few times.

I've checked the exchange box and it does not seem to be doing much, the
processor usage is low and memory usage. How can I find out why its going
slow in the afternoons. Could it be something on the network, how do I find
out what????

Perhaps you could try either
MS Public exchange clients or exchange connectivity

You do not mention the version of Outlook or Exchange they are using or if
the users are accessing over a wan link to the exchange server, or a lan if
they have pst files on a network server etc as this can all affect
performance.
You can use rpings.exe to check endpoint availability also check that you
are not getting any DS access problems on the exchange server accessing
active directory, and that there are no Global Catalog problems being
recorded on your DC's
