Slow motion Web

I am having some problems with my IE. The scrolling moves
in slow motion. I can use the wheel on my mouse to move it
put is scrolls almost like it is "bogged." Everytime I
scroll, click on a link, or type on a web page this
problem happens. I had just recently installed a Internet
activities eraser on my computer and then I had this
problem. After uninstalling the program the problem
persisted. I would greatly appreciate anyones help with
this problem since viewing the web is very difficutl.
