Slow Logon

I have a windows 2000 server with about forty clients
(98SE and XP mix). I am on a 100baseT network, everything
is local. Our client computers take about 2-5 minutes to
log onto the domain. It tends to hang somewhere between
preparing network connections and applying personal
settings. I ran the NetDiag utility and it blew up all
over DNS. WINS is configured for the downlevel clients,
DNS has an AD integrated zone set to "unknown
server.domain.com". There isn't a zone for the DC nor is
there a root folder or host record. When I try to update
the DNS server I am prompted to configure the server. I
have a feeling that this is the problem. As the DC is in
a production environment, my superiors want as much
confirmation as possible. Any Help would be greatly
appreciated.
