Slow logon to Windows 2000 Server

The problem I am having is a slow logon time to a Windows 2000 Server domain controller with a Windows XP client

I have read some detailed posts about this problem, namely DNS having to be set with the IP of the domain controller and not the ISP DNS. I am pretty sure this is what I have done but the problem persists. Any other suggestions and some details on how to accomplish them would be greatly apprectiated. Thanks.
 
Are you sure that your DC's IP address is static and that
it is configured as the DNS server in the TCP/IP settings
of your Windows XP workstation?

Double and triple check the IP address settings!
