I have been struggling with this problem for a while. It occurs at logoff,
accompanied by a 60 second delay, while (apparently) an open handle under an
alias is blocking update.

I have W2K Pro SP4, with all latest updates. Various searches in the MSKB
had suggested SP3, though none of the problem descriptions matched my
situation 100%. I had this problem before SP3. SP3 did not solve the
problem. When I installed SP4, I hoped the issue would resolve, but it did
not. Then I saw the article about starting IPSec. I went to look at that
and found it already started, but the action of playing around seemed to
have fixed the problem. (I did then note new messages at boot about
"applying security policy".)

I've been OK for a few weeks now, taking 2 to 5 seconds to go from "logging
off" to "Press ctrl/alt/delete".

Now, all of a sudden, the problem is back. The most recent change was
installation of Visual Studio (Visual C/C++) 6.0 with MSDN and SP5 for
same. I looked for Q329170 as suggested in some of these posts; it may have
been there at one time, but it is not now - perhaps SP4 removed the entry?

Had the same problem after installing SP4, seems MS goofs
reintroduced old problem pre-SP3 again. I tried revert to
SP3, but problem still persisted. Finnaly in act of
desperation I created new user with administrator access.
Suprisingly this fixed the problem. What is most spooky I
didn't have to swith to new account. Simply the fact of
creating one fixed the logoff problem for my current
account.
