Slow link detection not functioning

Hi all. Here is my problem. We are getting ready to roll out new hardware
to our user base. 2000 laptops will be included in the rollout. They all
have Windows XP with SP2 installed and all come with Verizon integrated
aircards. I have configure folder redirection on My Documents and Desktop.
I have also configured offline files (CSC). When my user connects to the
network using the LAN there are no issues. When that same user logs onto the
laptop and is not connected to any network it works perfect. As soon as that
user launches the Verizion aircard and connects using the CISCO VPN the
computer crawls. I have configured the slow link speed in group policy. I
have set it for profiles and for group policy. When I run Gpresult, it shows
that it is connected over a slow link. Can some please tell me why slow link
detection is not working?

does a "ping yourdc -l 2048" work?
Some Firewalls, especially Cisco are denying fragmented ICMP packages
and the SlowLink Detection works with 2048byte, default ICMP size,
without fragmentation is 64?, don´t know exactly, but it is less 2048 ;-)
So, if fragmented ICMP packages arrive, they are denied, so SlowLink
detected.
