Slow Internet on Cable

Recently my win2000Pro connection is slower than my roommates Win98SE and
his WinXP laptop.
They are all connected to my wired Router. (Ethernet connection with Cat-6
cable)
I even tried a direct connection from my Comcast modem to my PC with no
improvement in performance.
Using numion.com I get around 2.6Mbps dl and around 2.7Mbps upload.
The other two computers get around 7Mbps dl and around 2.7Mbps upload.

Using speedtest.net, I get around 12Mbps dl and around 2.6Mbps upload.
(PowerBoost effect)
The other two computers get around 20Mbps dl with around a 2.6Mbps upload.
(PowerBoost, obviously)
Several weeks ago, all results were about the same.

Perhaps there is something in the Registry I can check?

My dual boot Win98SE - Win2000Pro system has an Athlon Mobile cpu at
2.053Ghz with 1 GB of ram.
My room-mate's 98Se has an Athlon 1 Ghz cpu and 500MB of ram.
My room-mate's laptop running WinXP has a core duo 1.7Ghz cpu with 1 GB of
ram.

Any ideas?

Just tried rebooting into Win98SE and it was equal to the other two
computers. (numion.com got up to 10Mbps, dl and the upload was around 2.6),
so it's not the Ram or the CPU speed, AFAIK.
Something is making my Win2000Pro slow on the Internet on the SAME computer.
Any suggestions?
