Slow internet coonection Via hub

I have 2 PC's running XP pro connected to the internet
via a belkin router gateway
the net coonection on one has without any changes being
made apart from adding an ATI radeon 7000 graphic card
has become very slow ei 1Kb per second the second machine
running the same graphic card is fine
Has anyone any suggestions as to the fault
