Slow Internet connection

When I connect to the internet, it connects at 45.2
When I used Windows ME I used to get 48000 kbps
Ca this be fixed?

Look for a better XP driver for your modem. I recently moved house about
1/2 mile away from the old one, my speed dropped from 49K to 44.5K. If I
plug modem into Belkin Surgemaster it drops to 41.5K!
