Based on my knowledge, I think the 20 seconds is quite normal for a message
delivery.
If you prefer to trouble shooting the issue, please refer to the following
suggestions.
1. Check the "Send immediately when connected" setting in Outlook. To so,
click Tools -> Options -> Mail Setup, and make sure "Send immediately when
connected" check box is selected.
2. If you are using Cached Exchange Mode in Outlook 2003 client now, Please
create a new profile with Cached Exchange Mode disabled to isolate the
issue. And test the issue.

3. Disable third-party tools running on the server side, especially the
AntiVirus applications.
4. Disable the firewall/antivirus software on the Outlook client.
In addition, you can use the message tracking to trouble shooting the
issue. For additional information, refer to the following Knowledge Base

Note: You need to enable Message Tracking first. To do so, on the General
tab in the server's Properties dialog box, select the Enable message
tracking check box.
You may check the results of messages sent from Outlook 2003 and 2002. You
may send the screen shots of the results to my working email:
(e-mail address removed).

|We recently installed a Exchange 2003 on a W2003 server.
|Upgraded some clients to Office 2003.
|Sending a mail to senders own e-mail adress in Outlook
|2003 results in a timeout around 20 seconds before the
|user gets it.
|Trying the same with the clients using outlook 2002 and
|before results in them getting the mail instantly.
