I am experiencing slow file transfers on a two computer
network. The computers are both running windows XP and
are patched with all of the latest updates. They are on
a 10/100 switch and all cables and networking equipment
has been checked for integrity.

I am running Internet Connection Sharing on one of the
PC's and it takes forever to receive files from the other
PC's ie 56 minutes for 106mb file. However, file
transfers going the otherway take no time at all. I
have tried the suggestions from KB 315237 on High Rate of
Collision, but no dice, as well I have tried changing the
rate from 100 to 10, both at full and half duplex, but
this does not resolve the issue. Any suggestions on how
to fix this issue?

I had similar problem with two computers behind adsl router. I was wondering
why file transfers were so slow while using 100 Mbit connection. Both
computers had public dynamic ip from my ISP. When I copied files, all data
was sent to internet (to ISP's router) and then back to my adsl router and
then to target computer. The adsl router was so stupid that it didn't
recognize that both computers were on same local 100 Mbit network. I solved
my problem by reconfiguring the adsl router to use NAT and forget public
dynamic ip addresses. Someone suggested also that I could have enabled
netbios over tcp/ip on both computers. That might have worked, but I didn't
try.

Your problems migth have similar reason. You might be able to verify the
case by using tracert command. Run it on that "slow" computer. If tracert
reports that connection is hopping thru ISP's servers, you have found the
reason for slowess.

My solution doesn't work directly with your problem. You might try to enable
netbios over tcp/ip on both computers. But be sure that your firwall on that
internet sharing connection is configured to block incoming traffic to
netbios ports from internet. Otherwise you have security risk and you
propably get unwanted popup advertisements from internet.

By the way, check that you are using the local ip address of the target
computer while copying files. The sharing computer has ip from your ISP (for
example 80.1.2.3) towards internet, but it most likely has also local
address like 192.168.0.1. You other computer then propably has address like
192.168.0.2. If you copy files using that external address, the copying is
surely very slow.

I hope this gives you some ideas what to try. Solving these kind of problems
is not easy and it's quite hard to give good advices without being able to
test myself.
