Slow file copies from XP to 2003 DC

Thus far I have tired the tcpdelackfrequency on both machines, I have tried the lanmanserver reghack...
And still I cannot get a file copy to use more than 20-25% of avaliable bandwidth on any machine in my network.
I have tried on an XP machine directly to the switch at 100 full to my 2003 server at 100 full, I have tried from my XP machine on a 802.11g 54mbit wireless to the wired XP machine and to the 2003 server. I have tried from the server to the two XP machines, on all of them the copy will NOT go above 20-25% avaliable network bandwidth. (I am lucky if it does 20-25, usually it hangs around 9% and is HORRIBLY slow)

I do not see any erronious packets or ICMPs floating around on the internal network, and I just cannot figure out what the problem is. ANy help would be appreciated!

2003 standard server as DC/DHCP/DNS/IIS 100 full wire directly to Netgear switch
XP SP1 with all patches on a netgear 802.11g 54mbit wireless to accesspoint which is directly plugged into Netgear Switch
XP SP1 with all patches on 100 full wire directly to Netgear siwtch

My wireless is not running WEP or WPA.
Everything had latest drivers and or firmware.
The problem does not exist ONLY on the wireless network, the transfer speeds on the wired network are also only going a max of 25% of avaliable bandwidth.
I recive no collisions on my FE105 (netgear 10/100 switch). Everything is showing as running at 100mbits (except my 54mbit wireless of course).
I have forced all wired pcs to 100 full duplex.
Doing a network sniff I see very little ICMPs, a couple igmps, and standard tcp/ip traffic. Nothing seems out of the ordinary.
On my full network here I have two wired XP machines at 100 full, one 2003 server dual nic at 100 full, and two 54 mbit wireless running at fastest g at 54mbit. Not one of those machines can copy to the other at any more than 25% avaliable bandwidth. Copying from wireless to wireless is 1-6%.
