Slow connections in win2003 server

I install a new 2003 server with 10 xp professional clients ans 1 win98SE
I install AD, DHCP, DNS, SQL ver 8.0
When a user attempt to open a share folder in the server, or when a user tray to save a file (ex. aaa.doc) the connection begin to work slow. It did broke, just slow for 3 minutes and then everything begin works again
The task manager in the client list (not responding during the slow work

Make sure the ipconfig/all from the clients shows that everything is
pointing to the server-IP.
You will also need to install WINS on the server, as W98 still needs that.
Add options 044 and 046 (0x8) to the DHCP-server, Scope options too.

I already did that
The PCP/ip is propely install.
The ping response is <1
The DNS is working fine, as DHCP and WINS
Then problrem is in XP client
 
Put the XP-nics on anything but autosense.
Have a look at article 811492, 321169, 812937, 329170 and 810907.
