Slow Computer

From booting up XP to moving from web page to page and accessing files..my computer is slow..would uninstalling it and reinstalling XP Small Business improve performance? I cleaned up disk space on my C drive. Thanks.
 
I wasn't satisfied with my computer's performance so i decided to do a fresh install since its been about a year and a half. Well, now it acts worse than before. Especially when playing online games on pogo.com for example, certain ads with certain visual effects will slow it to a halt and freeze various programs. It never did anything like this before and I don't understand it. I've done registry tweaks and installed all the updates but nothing seems to work. I think since it seems to happen when there are somewhat graphics intensive things happening that it might be my video card going bad? Anything I can do to help this thing out would be wonderful.
