Just wondering.....if browsing is slow, deleting the cache file is often
recommended. Since I thought the cache file was to make things quicker, I
was wondering why deleting them could speed things up.

Can anyone enlighten me?

Sarahsmith,
In some cases a file in your cache may be corrupt, this happens when you
cancel the loading of a page, or a page hangs due to web site problems.

IE doesn't know the file(s) may be corrupt and attempts to load them, when
drawing the files from "cache".

You may need to clear your TIF as you may have a corrupt file there.

Close all instances of OE and IE
Control Panel | Internet Options | General tab
Click the "Delete Files" button, when prompted place a check in:
"Delete all offline content", click OK
Click the "Clear History" button, click OK.
Click the Settings button, adjust the TIF size to 50 mb, click OK
