Slow boot with network cable plugged in

The computer takes about 2-3 minutes to boot when it is hooked up to an
ethernet device such as a hub, dsl modem, cable modem, etc. However
when I disconnect the cable from the computer so that it is no longe
networked with anything or disable the NIC in Network Connections, th
computer takes only 30-45 seconds to boot.

I base the 2-3 minute boot on the fact that it takes a minute to get t
desktop and almost 2 minutes to be able to open my computer o
applications that call for specific devices such as the WDM driver fo
watching TV on the computer, it will not work until the compute
finishes what appears to be nothing since the hard drive stops afte
getting to the desktop and after about 2 minutes the screen refreshes
the A drive make it's noise for whatever reason and all the rest of th
icons immediatly show up.

With the cable unplugged from the network or network device o
disabling the NIC, the A makes it's noise before I see the desktop an
by the time I see the desktop everything has allready been loaded an
ready to be used.

I understand that when on a network or networked with a device tha
they have to establish what they need but is there a way that it can d
that in the background rather than forcing windows to wait on it, sor
of make it the last thing the computer does when booting
