Slow acces to the LAN in a Windows domain

I have a P4 2GHz 512MB RAM in a Windows domain, in the company LAN.
Windows XP SP2 is installed, with other applications.
I can work well enough with the files of my desktop.
But browsing and accessing files on the server is usually very very
slow. At the point that: I have to wait minutes, the cursor stops, the
file manager tree flickers, ...
Answers of the system manager have been:
- you have too many programs installed (yes, I have a lot of programs
installed, but not running)
- you have not to use shortcuts (and I do not use shortcut usually)
- you must close and reopen the file manager frequently.

Are these answers reasonable?

Typically when you access files on a server you do it through a mapped drive
to the needed share and then you open that drive like you would any other
drive but it is on the server and over the network.

In any case while the number of applications installed should not matter it
is possible that an application or malware is causing problems on your
computer. Try booting into Safe Mode with networking to see if you can
access he server better in that mode and if you can then most likely some
startup application/service/process is causing the problem.

See if other users are having the same problem or if it appears to be
isolated to your computer. If Safe Mode with networking does not help there
could be a number of issues including bad/corrupt network adapter drivers,
misconfiguration of network adapter advanced settings, bad network adapter,
wrong tcp/ip settings [typically wrong DNS], bad cable/wall jack/patch panel
connection from your computer to the switch etc, problem with port on the
switch, etc. If I was there I would start by running the support tool
Netdiag on your computer and doing some sustained ping tests from your
computer to other computers, default gateway, and server to compare results
for no replies and times for response.
