Select a Worldwide Download from the English Language Site
1. Look directly below the "Quick Info" box on the download details
page for a drop-down list labeled "Change Language."
2. Select the language you would like and then click the Change
button.
Note The "Change Language" drop-down list appears only when a
worldwide version of the download is available. If the list does not
appear, the download has not yet been made available in languages other
than English. If you see the drop-down list, but do not see a specific
language listed, the download is not yet available in that language.

I've seen it said here that from Ultimate you have to go to Windows
Update but I can't check that since I don't have my copy of Ultimate
here yet.
I've looked in the French section of Worldwide and can't find anything
there about downloading langauge packs, MUI .....
Although directed to corporate deployment the following is the most

One or more Language Interface Packs (LIP)s are available on the
Windows Vista Language Interface Pack (LIP) CD-ROM. However, not all
LIPs are available for Windows Vista at Release-to-Manufacturing (RTM).

available.
LIPs can also be downloaded from the Microsoft.com download center.
