I installed something that cleans registries, and it changed something about
the performance on my computer. I have a hunch that my I/O is screwed up:
the start up is much slower, as is the shutdown; windows refresh very
slowly. There is a bad lag between the time I make a key stroke and it shows
up on the screen. Explorer used to crash A LOT, but for some reason, doesn't
do it now - the keyboard lag is what is in. As I type, I can hear the disk
drive sputter away as letters start appearing on the screen.

My hunch is that there is some sort of bottle neck in the i/o - this is a
software thing, the memory allocation is screwed up.

Is there something that I could edit to change that?

Go back to the cause of the problem. The un-named "something that cleans
registries", if it's a decent program, should archive any Registry changes
which you can later restore if it causes any problems.
If it doesn't have that facility, get rid of it.

First of all, check the documentation for that tool and see if it
saves the files for a time.
If so, restore them.

If that fails, try System Restore to a date/time before this started:
Start/All Programs/Accessories/System Tools/system Restore.

After this is resolved, get rid of that tool, they often cause such
issues unless you know exactly what is and is not safe to delete.
 
Suggest hit F8 at startup then select last known good configuration and or
use system restore.
