Sloooooow VPN

I run a very small soho and recently had to add a VPN
setup for an offsite employee to access confidential
programs/info. Due to my lack of knowledge of VPN I
installed OmniVPN and she has no problem accessing the
main system. However, the connection so slow she simply
cannot work online productively...3 minutes for a window
to open!
Specs:
Main system: Win2KPro running OmniVPN as manager; static
dsl ip
Her system: Win2KPro running OmniVPN as "road warrior"
dynamic cable ip

Have I done myself a dis-service by installing a 3rd party
VPN program that may be slowing the connection down?

or

Is it possible that there is a conflict because I'm
running on a dsl line and she is on a cable line?

If the above would not apply is a kb I can access to help
me "tweak" settings?

What's the connection speed to the Internet on both ends?
What is she running/opening across this connection?
Can you perhaps install a Windows XP Pro workstation on your network,
install the apps required, and run Remote Desktop, so she can connect via
VPN and open an RD session from her computer? This would be a lot faster
than opening files/apps across a VPN link.

Both ends are connecting @ 100.0 mps; Full Duplex

The apps she is running are medical billing apps that
contain confidential healthcare info on patients. Under
current federal gvt law (HIPPA) we must meet and follow
(and prove if asked) that we are using secure
connections. The apps are networked apps written to run
in Windows. The reports for these apps are primarily
written with Clarion.

Installing XP is not a problem. I can test it out with on
a friend's XP box this weekend and see if there is any
improvement.

So does she have the applications installed locally? Pointing them at the
data source on the remote computer/server? How big are the files?

I think Remote Desktop with VPN is probably going to be a good thing in this
situation...
