slipstreaming hotfixes

I am going to install Windows 2000 SP2 with the SP4 update
and subsequent hotfixes.

In the instruction on HFDeploy.htm I am to uncompress each
hotfix and replace each binary within for its older version
in \i386\.

I understand this part.

Then I am to leave copies the still compressed hoxfix
executables in i386\svcpack\ and list them in a new
svcpack.inf under [SetupHotfixesToRun] with options
appropriate to run them independantly.

I don't understand this.

If the contents of the hotfixes are already integrated with
the installation, why am I including the hotfix executables
in i386\svcpack\ and running them via svcpack.inf?

If this involves creating entries in the registry, wouldn't
the listing of the .cat files in the prior
[ProductCatalogsToInstall]section of svcpack.inf handle this?

If I am going to be running all the hotfixes anyway, what
advantage have I gained through the chore of integrating
them in the first place?

Thank you for whatever help you can give me in
understanding this. Please, NO posts telling me how I can
avoid the issue.

I have already slipstreamed SP4 into SP2 and made a
bootable CD for installations. The question is solely in
regard to the hb######.exe files. Not the SPDeploy.htm, but
the HFDeploy.htm.

I don't want to find easier instructions. I don't have a
problem following instructions.

I want to understand Microsoft's instructions. Either
Microsoft's instructions suggest a hidden nuance of
integrating the hotfixes, or they are incorrect.

If someone has definitive experience or knowledge that they
are incorrect, please say so.
