I'm trying to remote access my Slingbox, but every time i try to connect, it
says operation failed. I asked the Slingbox tech support people, and they
said it was because i had a firewall blocking it.

How do i allow slingbox access through my firewall?

You find out what inbound port(s) the application uses. You then set a
firewall rule to open the port(s) to the inbound traffic so that the
application can receive the traffic.

You can use something like CurrPorts (free), start it up, start you
application up, and CurrPorts will tell you the port(s) it's listing on for
the inbound. And the dummies at Slingbox should have told you what those
ports are that you need to open on the FW. You can also search Google too
for the information about the inbound ports to open on the FW.

Now, about how to set the firewall rules to open port(s) on the Vista FW,
there are plenty of articles out there on Google that will show you how to
do this.
