Let's try that again...
The 4th slide (if that is the only slide you are considering) can have any
number 3 or higher.
The second and third slides must have a number
Slide 1 can be numbered anything, but numbering will start from whatever you
decide this slide's number will be.
It sounds like you want to have Labels for the slides, not indexing numbers.
Perhaps you could use PowerShow or one of the other software products that
offer slide label references?
Or, if you want to get really tricky...
Take a snapshot of the screen while slide 2 is showing. Insert the picture
over everything in slide 1 and animate an entrance. Repeat for slide 3.
Now delete the original slides 2 & 3.
The show will appear to have only 3 slides, but will cover 5 frames. Slide
1 will also contain a picture of 2 & 3, slide 4 will be numbered 2, and
slide 5 will be numbered 3. Clear?
