Did you partition, format and assign it a drive letter in Disk Management?

Assuming both drives are on the same IDE controller, make sure the master
(boot) drive is at the end of the cable. Set the jumpers to master and slave.
Cable Select is an iffy technology, and doesn't always work as it should -
I've given up on it.

If can boot, go to Disk Management (Start --> Settings --> Control Panel -->
Administrative Tools --> Computer Management --> Storage --> Disk
Management). You can partition and format from there.

But you say you don't want to reformat -- so what exactly are you trying to
do? Do you have a boot drive - can you boot into W2K? What's on the "slave
drive"? You say it has data on it - so where did you get it from? What's on
it? Do you need to recover the data? Etc.

Two notes that may be relevant to your problem(s):
-- If you can't boot, then your boot drive has a problem, and more
information is needed.
-- If you are trying to reformat the boot drive, you can't do that from W2K.
MS has very wisely chosen to prevent W2K from destroying itself.
