Sites without DC

Hi all.
First to tell you about the structure of our network. We
have several LAN sites, which are connected by WAN. In
some of these sites we have DC and in some we don't. I am
interrested should I create site in "Sites&Services" for
sites without DC's? Mainly, I would like to do this for
reasons of reducing WAN traffic, and secondly, I've
noticed that Directory Service log has been filled with
errors:
Source: NTDS KCC
Category: Knowledge Consistency
Event ID: 1311

Secondly, I assume that you have set up Sites and then associated Subnets
with the appropriate Site where you do have DCs?

Sites have been set up for all subnets, with or without
DCs. Do you think that is the reason for those errors in
Directory service log?
What type of connectivity do you have between your
physical locations?

WAN over Frame Relay, but I don't think that should be a
problem, because connection is not that slow
