I am looking to set up AD on Windows 2000 with the following configuration:
Sites: NJ, VA, CO, FL
Domains: roe.com; sc.roe.com; fl.sc.roe.com
Domain roe.com exisits only in NJ
Domain sc.roe.com exists only both VA and CO
Domain fl.sc.roe.com exists only in FL

Can site connectors be set up between these sites as is, or does there need
to be a common domain controller (roe.com? sc.roe.com?) installed at each
site to build the global catalog?

You should be fine with as few as 4 DC's, though for redundancy I'd suggest
no fewer than two DC's per domain, giving you a minimum of 6. For your
question however, it is probably most important to know what the physical
connectivity will look like. As long as all of the sites have connectivity
to each other you shouldn't have any problems. For the Global Catalog
replication all you should need is one link between any two sites to
replicate that subset of AD data.

Some other considerations that would need to be based on the available
connectivity and other enviornmental concerns would be DNS, WINS (if
needed), DHCP etc... A complete overview of the scenario and environment
would provide enough details to give better info about how best to set this
up.

I'd be happy to help with this more offline if you're interested.
