HELP!
The site works perfectly in preview mode. Once published, each page's
content shifts from the top edge of the page into its place while loading.
Its quite annoying because it did not do this before.
The only changes we have made to the site was to add a hyperlink in 2 of the
pages to a description page (added this page).

Have you viewed source on that page (below)? Recognize that as HMTL?
Sorta?

You are Copying and Pasting formatted text from an Office application to
FrontPage. STOP.

To get text in FP, you need to copy the text to a separate program (notepad
for example) that does not attempt to format the text.

Or, simply re-type it.

It sucks, but if you don't you get all sort's of proprietary crap HTML that
is tremendously hard to debug. (as you have descovered)

I was wondering that. But why are all my pages behaving this way when I have
only page with Word text? Will re-doing it fix the domino effect?

Will re-doing it fix the domino effect?
Maybe. What happened when you tried? What is the "domino effect"?

Normally this shifting will occur when height and width attributes have not
been set on elements that expect them. So, the browser has to wait until all
the elements are loaded, and then figure it out.

Since you are using Word, all bets are off as to what might happen,
especially using a modern browser.
