how do you turn off this sound. Internet explorer and agent
both exhibit this characteristic . all sounds in control panel
sounds and audio devices, sound have been set to none
but the siren sound persists any info would be appreciated.

Could it be a noise from your firewall or antivirus program? I think
AdAware has a sound enabled event as well if it is allowed to run in the
background.
Many programs have events with sounds attached to them. Usually these are
controlled via the program's settings menus. You may also find the event
listed in Control Panel> Sounds and Audio Devices> Sounds. Scroll through
the list of Program Events.
Events that have sounds attached to them will show an icon to the right of
their name. When such an event is highlighted in the list, the sound file
is displayed in the text box directly below this portion of the page. If
you click the button with the arrow pointing towards the right, the sound
will play.
You can use the controls in this screen to change to a different sound file
or to select NONE if you prefer silence for that particular program event.
