Simple settings

I would like to change the color of all text in my
PowerPoint (2002) to white (including the Footer) and the
background to black.

Background is easy, but what about all the text? Is there
somw setting I can use to set it once?

From the Format menu, choose Slide Design. Click on Color Schemes and
click on Edit Color Schemes. Once you apply new settings to your
presentation, you could save the presentation as a template.
