Simple file properties change utlility?

Please help me find a free utility to change file properties like creation
date etc. for Win2000.
Important: no installation required.

I saw an excellent link on this group a few months ago but didn't bookmark
it then and now I can't find it any more. Googling hasn't helped either
I know PropertiesPlus but that's not what I'm looking for - it requires
installation...
