Simple Custom ADM template

I need to create a simple custom template based on the following registry
entry but apparently I am inept:

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Options
DWORD: NoAutosigOnCustomForms
Value: 1

Any takers? This is my first custom ADM and nothing I've done so far has
worked.
