Significant Bug with MS Portal Starter Kit

There seems to be a significant bug with the C# Visual Studio version of the
Portal Starter Kit
(http://www.asp.net/starterkits/downloadportal.aspx?tabindex=0&tabid=1).

When adding new tabs you often get duplicate tabs added. Also, the change
tab order feature does not work.

It appears to me that the cached XML (PortalCfg.xml) is not getting updated.
Is anyone aware of a workaround or fix for this issue?

If you are looking to create sites and portals using free technology, you
may want to look at the open source platform DotNetNuke. It's based on the
IBuySpy portal sample, and has been developed much further since.
