| I think you can create such a email with attachment and then publish it
to
| the personal form library. When users want to create an email with such a
| attachment, then he can click New button, and then choose that published
| email. However, I don't think this is a good and convenient method. If
you
| just want to create a new email with disclaimer automatically, Tools-->
| Options--> Mail format tab--> click the Signatures button and then create
a
| signature about the disclaimer--> Click OK and then return to the Mail
| format tab, select that signature in "Create Signature for new messages"
| and "Signature for Forwards and Replies" drop down menus.
