shutting off anti spam relay-W2000 Prof SP4,outlook 10.2

Hello - MS outlook messaging below. How do I disable this
feature? thanks

Sent: 8/30/2003 7:45 AM

The following recipient(s) could not be reached:

(e-mail address removed)' on 8/30/2003 7:45 AM 553 To send mail,
first check your mail with a valid POP account; this

I think the message is quite clear on that. The mailserver of your ISP does
not validate you for sending mail (SMTP) before you have checked for your
mail (POP). So it is simple: first check whether you have new mail and after
that send mail.

thanks the only problem is that I'm told that neither my
ISP or register.com are sending the error message.
