Shutting Down

I have the XP Home and everytime that I shut down, instead
of powering everything off, it reboots. What should I be
looking for in the settings? Is it a BIOS issue or is it
an XP issue?

I have a AMD XP Barton 2500, nVidia Ti4200, MSI K7N2 Delta-
ILSR nForce2 400FSB S/L/SATA/R, 512mb 2700 SDRAM.
