shutting down windows

my computer will not shut down or restart. the sound card
also fades in and out and it likes to freeze up when you
try to shut it down. i went and brought my windows to an
earlier time when it was working properly and it did not
fix it. how do i fix this problem?

For starters, scan your PC with an external virus scanner,
e.g. on www.antivirus.com ("free online scan").
