shutting down problem

i hav windows 2000 prfessional loaded in comp, when i
click shutdown button it just refreshes and doesn't
shutdown . i can see desktop again , same is problem with
restarting it simply doesn't.
i hav to simply switch off main supply.

Kindly Suggest something win2k is having latest service
pack.
