When I exit Outlook it stays on in task manager. When I try to restart
Outlook, I need to open task manager and shutdown (end process) of the larger
memory usage Outlook before it will start the new session. Any resolution to
this issue?

This behaviour isn't usually a BCM issue. Do you use ActiveSync to
transfer data to a phone or other device?

No activesync is present on system

This is an Outlook issue, which the Outlook team is certainly aware
of. You may want to check their newsgroup for mitigation or
workarounds.
