Shutdown

After upgrading to XP Pro from win98se. Computer will not
complete shutdown. Goes to "it is now safe to turn off
your computer". Motherboard is a MSI MS-6309 ATX. Is
there a fix so that it will shutdown properly for an ATX
motherboard

1.. Click Start, click Control Panel, and then double-click Power Options.
2.. Click on the APM tab.
3.. Check the Enable Advanced Power Management Support box.
 
When I shutdown from the start menu it works fine on my XP home system. But
if I try to do it from the command line, it just flashes the screen and
nothing happens. What do I have to do to allow a command line shutdown?
