Shutdown will not turn my computer off

I am running Win2000Pro and having a problem with shut
down. When I select shutdown the computer will not turn
itself off, I must physically push the off button to make
the system power down. I have been told that there is
some file that windows is unable to close and therefore
cannot shut itself down.

Any suggestions about finding and fixing this problem??
