Shutdown restart does Power Down/Off

I have W2K prof sm4 with automatic updates. Recently, I noticed that Shutdown
restart is doing a power off??? I can not find a specific kb article, but did
find kb298925 which , although it isn't an official fix, seems to have
similar symptoms.

I have read articles where users have had opposite problem - Try to Power
off and computer does restart.

I have Norton AV with all updates running as well as AVG AntiSpyware.
No issues found with Norton WinDoctor or CCleaner.

Any ideas/ help would be appreciated.
