Shutdown = Restart already logged on!

I am trying to set up two desktops at an assisted-living facility for the
people who live here. Both desktops have Windows XP-Home Edition.
MAnagement wants each apartment to have it's own userid & password, which
is easily setup. The difficulty occurs when one user logs off or shuts down
and someone else comes in to login later; the second time the machine is
turned on, it comes up already logged-on to the previous users' ID!
Can't find a thing about it in Help.
Any and all suggestions will be appreciated!!!

Start/run "control userpasswords2"

Enable the line that requires the users to logon.
