Shutdown problems

When telling the computer to SHUT DOWN, the computer
restarts itself, or does not respond to the command at
all. Both our HP 510w and our Dell Laptop are doing this,
and have been for a while. Is there any fix, as my mom is
getting very frustated with this problem. Thank you!
and also, my HP help and support box sys I have not
internet connection, so I can't get help through there.
