When I go to shutdown box and click shutdown the computer
blinks a dark color and then brightens up again and all
Icons are still there.

So, I shut down manually and the computer comes and says
there is something wrong with my browser or windows was
not sut down properly and of course it was not.

What to do?????????????

What is running on the machine? (This is an AD group so
presumably you posted here because it is a DC???)

Is it running Exchange? Exchange used to be notorious for
taking nearly forever to shutdown.

What other extra services or programs are running?
Usually one of them is refusing the shutdown....

Try Shutdown.exe /C from the Resource Kit if you are
desparate for a clean shtudown but that won't solve your
real problem, just make for good shutdowns manually.
