Shutdown problem

When I will shutdown my WindowsXP Professional (with SP1 installed), my system freeze after close the desktop and programs... The screen stay without the wallpaper and the mouse and the keyboard freeeze too..
It is similar to Windows 98 Shutdown problem..
ItÂ´s a bug??

I have a Compaq Deskpro EXD Pentium 3 - 1Ghz - 64Mb - ATX power suply..
